The LA28 construction shutdown, as District 7 actually wrote it

The February 2026 Caltrans District 7 special provision splits Los Angeles and Ventura counties into two tiers. Neither is a lane-closure rule, and in practice both shut the jobsite for a continuous block — construction cannot be switched off and back on. This is what each one covers.

What the provision says

Tier 1.

“No work or highway closures are allowed along the Games Route Network from June 1, 2028 to September 1, 2028.”

Tier 2.

“No work or highway closures within the traveled way are allowed along non-Games Route Network routes from July 11, 2028 to July 31, 2028 and from August 14, 2028 to August 28, 2028. … Work outside of the traveled way may be allowed if authorized by the Engineer.”

Venue ramps.

“At the LA28 venues shown in the table titled ‘Special Events and Venues,’ do not perform work from June 1, 2028 to September 1, 2028 that encroaches onto the freeway or connector traveled way or the following ramps: 1. ___ 2. ___ 3. ___ 4. ___”

Three things to hold on to

You cannot stop and restart a jobsite.

The two Tier 2 windows are 13 days apart. Meeting a shutdown date means demobilizing crews, releasing equipment and subcontractors and striking traffic control; starting again means rebuilding all of it, then tearing it down again two weeks later. In practice Tier 2 is one continuous 49-day shutdown, July 11 through August 28 — not 36 days in two chunks.

The ramp list does not exist yet.

Ramps serving the 16 LA28 venue clusters carry the same 93-day restriction, but the provision leaves the list as four numbered blanks. Nobody can bid, price or schedule around a restriction that has not been written.

Districts 8 and 12 are unaddressed.

Every segment in this network terminates at the Orange County line or short of it. Whether Riverside, San Bernardino and Orange counties get parallel language is not answered anywhere in this document.
